1998 VRO 70 hp - Winterization to on the water

I bought a 1988 VRO and it has been out of the water for two years. Are there any steps I need to take (other than filling lower unit with oil/putting on muffs) before starting it up. Never owned an outboard before...

A model # would help. You're saying 1998 in your heading and 1988 in your post.
