1999 2002 bayliner trophy w/a inspection hatch

I have 1999 trophy w/a outboard 125
My problem is in my gunwell is an inspection hatch
I get water leaking though into the boat when water gets into gunwell
I was wondering if anyone have any ideas besides completely sealing the hatch

hatch flange should be sealed with 4200 or 5200. hatch itself should have a gasket.

It does have an rubber seal around the hatch but still leaks though the hinges not water tight . I took the hatch off and water tested and even bought a new one every thing else is sealed
