1999 350 Mag fuel pump failure

While running down the lake last Saturday my boat stuttered and quit. It restarted once but then died and would not restart. After getting it home I pulled the fuel water separator, it had a little crud in it so I replaced it. After turning the key on I could hear the fuel pump buzz but it would not refill the filter. I did a little reading and decided to try to run it off a gas can to eliminate a clogged pickup as a problem. It still would not fill the filter. So here are my questions.

What determins the time the pump runs? I always thought it met pressure then shut off, but apparently not.
Does this sound like a fuel pump failure?
Is the $400 kit from Mercury the only viable option?
Is the kit better than the original design?
Am I missing something?

Is your engine EFI or Carbed? Serial number would be real handy,

Well I decided to take a $400 gamble and ordered a cool fuel pump kit. Hope my troubleshooting is accurate.
