1999 40 horse johnson 2 cycle

I've brought this motor new in June of 1999 and have run about 15 gallons through it. It does not want to run but for a few seconds and if you accelerate to fast it will stop. The problem started after I winterized it and decided a day later to go fishing one more time. The dealer has had it for three weeks and changed out all electronics, fly wheel, changed gas tank and rebuilt the carbs to no avail. He said he trying to get a factory rep in to look at it. Help I want to fish

Check the VRO pulse hose behind the starter, the starter rubs a hole in the hose, seen a lot of this on 2000 engines, may be same on 1999, the fix is replace hose, grind notch in starter housing.
