My 40hp Merc single ram 2 wire trim/tilt unit won't raise under load. Raises fine out of the water, But you can push it back down by hand. Can someone tell me how to check the fluid level? Or point me in the direction of what else could be wrong with it. It has 2 screws/plugs that I see on the outside of the system. One large black slotted plug and a white yellowish plastic plug. And on top what looks to be a bearing Bleed valve. Any help would be great!

trim the motor all the way up and take the plug out. I belive the metal plug is the one to remove. Just don't do it unless the motor is full up. The system is under presure and will blow all of the fluid out if it is trimmed down. You might try and find a factory motor manual online. I can look at mine 2 marow and get back with you. I have a 2009 model same 40 with the same trim system.

Does anybody have a step by step on rebuilding the tilt system?

it probably does not need a rebuild. it probably needs a new tilt relief valve 827672a1. if it needs a rebuild then check ebay and send it off. you can get it rebuilt for under $250 and you'll probably end up nearly that in parts alone
