What does this part do? It's handle is broken I have to use pliers. But am confused as to its purpose. It was broken when I bought it used. Thanks

Possibly the reverse lock release

It turns through 180 degrees to release or engage the tilt lock mechanism.

Normally run with the lock disengaged so that the motor will tilt up if you hit an obstruction. Engage it before going astern or the motor will tilt up out of the water
