1999 8hp Mercury Can't get shift shaft to push in for neutral and reverse

I have a 1999 8hp 2 stroke SN 0G765923 that I took the LU off, and now I can't get the shift shaft to shift in to neutral and reverse. When I spin it clockwise, it gets to a point where it stops. Is the cam somehow spun out of the proper alignment?
How do I get the shift shaft properly aligned so I can reinstall the LU?
