1999 9.9 4 stroke woint start

1999 9.9 johnson 4 stroke pull start , I just brought the motor .The former owner said it needed a carb rebuild or cleaning the motor will not start it will fire right up with ether but wont stay running . Removed carburator looks very clean took it apart all small passages are clean ,at least i think so . The question is when i pull the pull cord should gas come out of the fuel line as the motor turns .If i pump the bubble it flows but not when it keep pulling the pull cord , I thing it's not getting any gas to keep it running unless I pump it .
I believe it should pulse.

Sounds like you have a bad fuel pump.
