1999 9.9 Mariner 4 stroke--setting mix screw

I have a brand new carbeurator on my 1999 Mariner 9.9 4 stroke. When I picked it up the guy at the counter said something about setting the mix screw. I get the concept, but what am I looking and listening for to get the thing set up right? I sense a change in RPM, but only when I have the screw completely seated. As I turn it out, I don;t notice any further changes.

Anyone have any suggestions or explanations for me? The boat shop wants $50 bucks to get it set up by "ear".

I am surprised no one has had any replies for me. I usually hear something relatively quick. Was it a stupid question or a hard question or something?

Sir;

If as you state the outboard starts and runs you have done what is necessary, take it to water and put it under load and adjust it if necessary.

Rule of thumb is seat the screw then back it off one and a half turns and work from that point.
