1999 90 hp shifting problem

Its very hard to shift in fwd reverse or neutral, its kind of stuck in neutral. I removed shift cables and cables shift freely. I tried to shift linkages on motor going to lower unit and it wont shift, even trying with big pliers, something seems to be stuck in lower unit. I have not pulled off lower unit yet but was trying to get some ideas what it could be. I have heard swelled O rings, clutch dogs, etc.......

any help would be appreciated.

It's probably the o-rings in the housing where the shift rod goes into the lower unit are swelled up from corrosion.
