1999 Evinrude 4-Stroke 15HP

I have just purchased a used 15HP Evinrude 4-Stroke. Took it out yesterday and it ran great except at an idle the water coming from the pee hole was steady but not very forceful. At higher RPM the stream picked up but at low RPM it came out but with not much force.

Ran it for a good hour and the water stayed cool coming out and the engine seemed fine but it is somewhat concerning the lack of stream force.

Is that normal for this motor or is possible I have a restriction somewhere?

Any thoughts would be appreciated.

That seems normal, but since you just picked up a used motor, go ahead and change the water pump.

I would first check for restrictions in the Tell tale tube. PUll off the tube clean out with small wire or something similar. Clear out both points where they connect. -- I did a water pump install and it was like yours, Turned out some crap was restricting it.

If still low and like he said above since you just purchased it I would do a full water pump install.

The tell tale is a pretty good diameter for that engine which leads to a low velocity stream. There is also a restriction. The water first passes through a cooling jacket on the carburetor accelerator pump.
