1999 Evinrude 50 hp problems starting if it dies/stalls

This motor is on a pontoon for starters...Sometimes when idling, this motor stalls on me, and it usually takes about 10-15 minutes of sitting before it will start again. Even then, it's a hard start. If I can turn the key off before it dies, it'll start right back up. I don't get it... I do, however, have to use the fast idle lever about every time to start this thing. It just doesn't idle well. I'm pretty good about not letting it die, but I'd like to know if there's something I could do differently when it happens. Any thoughts on what causes it stall? Or, mainly, why after it does stall, it takes forever to start back up? Thanks!

My money on fuel starvation, assuming compression, ignition, timing and sync are all correct.
