1999 Evinrude FICHT Cold Starts but then After 90 - 120 Seconds it Dies and Tries to Restart but won't till Hours Later

The Fuel Pump went Out after sitting for the Entire Pandemic . I have Replaced it with a Bosch 044 72 PSI Pump and a Pressure Regulator with a Return Line plumbed back to the Main Tank . Pressure is set at 28 PSI , DFI Technologies Went through Our EMM and Updated it , the lift pump appeared to be causing a problem with fuel deliver so it has been bypassed at the Tee where the Oil Pump is still Tied into the Circuit . Before Bypassing that the Motor would only run about 30 seconds . When it does make the afore mentioned attempt to Restart it POPS and Sputters but never really starts till it sets for a Couple Hours . ANY Help or Ideas would be appreciated ! Thanks in advance !!
