1999 four winds engine wont crank no fuel

I have a 1999 four winds 225 volvo penta set up , 5.7 L (chevy 350) holley carb. The engine dose not turn over with the key ,but with a remote starter button it will crank .I also have no power to the fuel pump/relay.If I jump power to the pump, it will fill the carb with fuel and I can use the remote starter button to start the engine And it runs great,untill the float bowl runs dry.
The key switch has power, the saftey switch on the shifter checks ok with the meter, I have power to the big plug back by the engine from the key switch both in run and the start poshion I lose the wire at this point. Hum ??? ware dose it go??
I see their are three big brakers one by the fuel pump with a 5 pole relay.And two more with with the same 5 pole relays.
Is their a saftey switch on the outdrive so it wont start with it up ?? I cant seem to find a wireing Diagram to trace the circuit

You NEVER want to start any IO with the drive all the way up.

Post the full model number (ALL the letters and numbers) of your engine.

My trim gage on the dash has never worked right.I can see why you wouldent want to start the engine with the drive up that would be very hard on the u-joints.is their a saftey switch in the starting circuit for the out drive trim ??
My boat is moored as lake mead 85 miles away I can get those numbers I hope,if thay are not under water on the out drive? Oh numbers for the engine that should be easer to find ,their must be a plate somewere on the engine from volvo. thanks don s

I know the number should be on the valve cover .The only numbers I could find were the pat# their is a vin down on the block is this it?

At any rate, I replaced the relay, and that fixed the problem. HOO HOO !!! thanks don s
