1999 Johnson 70hp-no idle, no power

1999 Johnson 70. Will not idle in forward consistantly. Will get up and plane first out (3000 rpm) but stop fish and try to run again it will run at 3000rpm but is at about 1/3 power and will not plane. Dealer could not replicate so did 20hr service and no change to problem. Have had idle problem for a while but power problem is new. Dealer wants to look at ignition system now. Run boat in fresh water. I have extended warranty. Any thoughts would be apreciated

What were the compression test numbers, when dealer did 20 hour service?
