1999 Johnson 70hp revs high when put back in neutral

I just rebuilt the carbs on my 70hp Johnson. I set the carbs low idle to 2 3/4 turns out. Took motor out and ran good but needs some tweeks. However Im stumped on after running it for a period that when I put it in neutral it begins to rev way to high. At one point pushing it to almost 3000 rpms before i killed the engine. Any thoughts as to what is causing it? Do I have the carbs set wrong. All info or feedback would help.

Do a link and sync according to your manual. It MUST be done in order of the steps given.

I turned out the slow speed need and spring to the factory recommendation of 2 3/4 turn

Those are not your idle adjustments do the linc and sync. Also make sure your cables are coming back all the way.
