The Mercury Premium Plus 2-Stroke Synthetic Blend is a very good oil, the Quicksilver Premium Plus synthetic blend is the same oil. Different label and branding to allow 3rd Parties(non Merc Dealers, and other retailers) to sell the oil.

The TCW-3 spec is a little over 20 yrs old. There are lots of oils that meet the spec, some exceed it, some just squeak by. An engine manufacturer is not going to produce/market an oil that squeaks by. Some oils like Mercs Opti DI oil, and BRP XD 100 exceed the standard by a very wide margin even though they are not TCW-3 certified, but they had to be developed to keep the DI engines(Optimax, FICHT, and E-tec) engines alive, TCW-3 didn't cut it for those engines

You can buy the premium plus in bulk, bring your own container outboard repair shops have this. I think that it is worth the extra dollars for the better oil less carbon which kills the motor.
