1999 Optimax 200hp won't start when it is cold HELP!

I need help with a 1999 200hp optimax when the weather is cold it will not start and cranks very slow all the time. I have a brand new battery in it. I was wondering if it could be the solenoid or the starter? Any help would be greatly appreciated.

Ayuh,.... Welcome Aboard,... It could be the starter, but I'd start by Cleanin', shiny metal Clean, all the wirin' ends from the battery posts to the starter, 'n All the grounds,....

Thanks, Bondo my brother and I have already checked all the connections and cleaned them. We had the battery tested also and it tested to brand new specs. 1000 m.c.a. 800 c.c.a. 12.6 volts. Do you know of any way to test the solenoid? I have also read about this possibly being a problem with the stator. We can switch some wires to have the motor fire off a different cylinder first to test the stator according to some things I have read but not real sure I want to do that! I would rather test things I can see and am at least somewhat familiar with. Btw this is on my brothers boat. I am running a Mariner( Same thing different color) both damn good boats and motors. He has an Astro I have a Procraft. Thanks for your help
