1999 Suzuki DF30A

I was given a 1999 Suzuki DF30A over the weekend by a buddy who inherited a boat up in Canada. They made the trip to go get the boat, brought it back here and right away dumped the manual start 30hp in favor of a newer electric start motor.
Its been sitting for about 10 years, but it does run, it just won't idle, or at least it won't idle well.
When I go to the local dealer I'm told that they don't list a 1999 30hp, yet this thing says April 1999 right on the tag on the bracket. They also can't seem to look up the serial number?
Were the motors from Canada that different then those sold in the states?
Its a triple carb set up with a recoil only starter. I'd also like to add a starter.
There's also a piece of stainless tubing coming out of one of the upper exhaust holes? It looks like the port side hole is threaded and there's some sort of adapter threaded into that hole? There is also no fuel quick disconnect? The fuel line on the boat went right to the pump, no connector? And I don't see any holes where there would have been one in the lower cowl? I also don't see a shut off button or kill switch? There's a plugged hole in the handle with a STOP label, but that hole is plugged with a rubber grommet down inside and there's no signs it ever had a button mounted there.

I want to buy a shop manual for this thing but need to know which manual to buy? Can I assume that the 2000 model DF30 would be the same motor?
