I went to my local boat store to buy a 2 bank battery charger. All the brands advertise that there weather proof but when you read the installation instructions they say to install out of the elements?? I have a tiller style boat so everything is exposed except if I want to install it inside my only storage area. Are these parts truly weather proof??

Take the unit out of the box and look at it carefully. If it is fully potted (encased in a plastic material) with no vent holes of any kind, chances are it is weather proof. Note that weatherproof and waterproof are two different characteristics. Weatherproof means it can withstand a little wind and rain. Waterproof implies that it can take a dunking.

If it is truely weatherproof, it should have an IP rating. If you do not see any spec that at least says " IP 65" I would not consider it to be weather proof.
