2 hp westbend air or water cooled?

I am trying to figure out if this motor is air or water cooled. it is model #23201. I think it is water cooled but can't imagine where they could put an impeller in such a skinny lwr. unit. think the year is about 1961. if water cooled how would you service it? this motor runs great, sure don't want to cook it. thanks...

A photo would help, but looking for cooling fins on the cylinder would say air cooled....without, I'd say water cooled....

If you have the motor that I think you have, the powerhead is air cooled, but the exhaust housing/swivel bracket is water cooled, no pump. Look for a curved tube sticking out of the underwater exhaust outlet, pointing toward the prop. The prop rams water into that tube, which goes up to just under the powerhead and dumps into the hot exhaust. Very effective on a boat, not much so in a tank. In my opinion, one of the few air cooled outboards that are worth a hoot

that's the one I have. when on the boat and moving along a little warm water comes out of the relief holes on the tower just below the powerhead and you can feel the warm air being blown down and out under the cylinder. I thought that tube was some sort of forced cooling the way it was facing. thank you all for your help.
