2 power packs. Whats the difference?

Parts diagram says there are 2 power packs that could fit a 93 johnson 115. Whats the difference between omc 0584030 and omc 0584028? Which one would I use? I dont see any numbers on the old one.

I think the 584030 has a rev limiter built into it. Somebody will correct me if I'm wrong.
