2 stroke 50 horse floods easily?

The 50 H.P. 2 stroke 4 cylinder flooded easily at the lake this week. Some times I had to disconnect the fuel line and crank for a while until it ran low on fuel before it would start. It seems like it will start right away if it is warmed up for awhile and started every half hour or so but if it sets for a couple of hours you don't know if it will start or flood out. We bought this boat and motor used this year and it was supposed to have been tuned up before we got it. I changed the plugs today, the ones in it are NGK BUHW-2 and I haven't had a chance to get it in the water yet. I bought premium gas for it from the marina this week. When it runs, it runs like a top but I can't rely on it to start cold. Is there something that controls the amount of gas it gets before it starts? It has a push the key in type choke. I don't think it should be this touchy.

Check the fuel pump for a leak into the cylinders and the carbs for floats/needles that won't close.

Thanks Dave! I tried searching on here for what might cause the problem but had little results but now that I posted the question I can find where other folks had similar problems and got pretty much the same advice. Dirt in the float needle valves-defective floats that don't float high enough to shut the fuel off ETC. I even saw where somebody said that the fuel lines and fuel pump should be replaced on old Mercuries because the inside of the fuel lines deteriorate. I think I will try to find out what was supposed to have been fixed or replaced when the former owner had it. That might give me an idea what all needs to be done yet. Thanks again Tom
