2 switches on the throttle lever

[93 Regal USAF]

Since I don't have an owner's manual or service manual, I need to ask this question. On the throttle lever there is a trim switch at the very top, then towards the middle of the lever, there appears to be another switch. Could the middle switch be for the tilt for trailering? They both raise and lower the lower unit.
