2 Wire Tilt and Trim Help needed

I have a 1996 Evinrude 48 spl, with a 2 wire tilt and trim. The problem I am having is I keep blowing fuses, so I figure it's shorting out somewhere. I checked my switch and it's working and with the trim motor disconnected, I hear the relays clicking and my volt meter registers 12 volts at my green and blue wires. As soon as I put a load on the wires, like my trim motor or any other motor, the fuse blows. I can raise and lower my engine via a 12 volt power supply applied directly to my trim motor. So now I am back tracking each wire to make sure it's not cut or grounding out. When I check continuity on my trim motor, it shows no resistance, is that right? I am confused as the motor works. I am pretty sure that my switch is fine, I did the pin in the wire trick to bypass my switch and I get he same results, blown fuses. I haven't changed anything and didn't touch anything on or beneath my terminal block on my motor, so I am guessing it's wear or corrosion that's shorting me out. Could it be my relays, they typically don't blow fuses. I hear them clicking and it seems I am getting volts to the wires, so I am assuming they are fine. I checked my battery terminals and I have good clean connections and my battery is charged and working well, so I figure that can't be it.

If anyone has an idea, please add your 2 cents.

To start you will need an analog ohm meter. These are the ones with the needle. They are the easiest to troubleshoot this problem I find. Set the meter to HIGH, and adjust for full scale.

Now take out that fuse and stick one of the meters leads into the connector that leads to the wiring harness. The remaining lead will go to ground. Turn the key on and note the meter reading. Should be a reading, but not full. If it is full, set it to a smaller scale. Once you have it set, you can start wiggling wires. When you see the meter jump to full scale, you have found your short.

Replace and start fishing.
