More than likely you have a loose or bad (corroded) connection in the battery cables. Troubleshooting instructions are here: http://forums.iboats.com/showthread.php?t=158071

You checked the battery, right? Could be discharged or have a dead cell. If it isn't the cables or a bad battery, the last item is a bad starter. That starter should whiz that little motor.
