20 hp Mercury will not start - wet spark plugs

Older (1980's) 20 hp Mercury - has about 100 PSI in each cylinder, has good spark, carb has been cleaned. I pull several times, it fires a little then nothing. I pull the plugs they are wet. Blow out plugs and cylinders and try again same deal, even with starting fluid. Seems to much gas is getting into cylinders - what do you think. Reed valves, low compression? I have pulled this over 100 times, my arm is sore, I'm lost, thanks

Buy OEM MERC manuaul for the motor.Re build the carb/fuel pump. Check float level.
AND QUIT using starter fluid, if you want to keep your compression as is.

Thanks for that fine advice - got the manual and float is correctly leveled, fuel pump has been replaced - any other good advise as the book does not address this exact sinereo
