How do I tell which one I have? What exactly is being measured?

to measure an outboards lower unit length measure from where the mounting bracket sits on the transom to the av plate

and to measure the boat you measure from the top of the transom to the keel

the anti vetilation or av plate is outlined in blue and you should measure from green arrow to green arrow

Most boat transoms are not vertical. When you measure the transom, measure the vertical distance from top of transom to level with the keel.
