I bought this motor and was told that it ran great last time it was used. I check compression and all was good. When I start the motor it runs a little rough, when I give it some fuel it smoothes out. When I give it full throttle it has good power for a couple sexonds then it will not go over 3500 to 4000 rpms. Every now and then it acts like it wants to run faster then back to 3500 rpms. I am wandering if it is the power pack and how to check it?

check out the CDI electronics website..they have a great troubleshooting guide..you will need a DVA adapter..they are around $35 and a multi meter

First get the proper service manual, not clymer or seloc.

Its not running on all cylinders,
don't run it like that, especially if you're testing it out of the water on a hose.
No more than 1500rpm unless its in the water.
Do some simple troubleshootin first before getting into component testing.
You need to ascertain whetther its fuel problem or ignition.

Use a $12 adjustable spark gap tester from the auto store,
set the gap to 3/8th inch and see if the spark will jump , with all plugs out , have someone crank it over.
It needs to jump that wide gap, not just a sparkplug gap.

If you have healthy spark in each hole than rebuild the carbs with new carb kits, avail here on iBoats $22 ea, simple DIY job or $800 if you take it to a shop for a V8.

Use an inductive timing light so that you can "read" the spark at different RPM. As jonesg said, don't run the engine over 1500 RPM with no load.

The engine has S.L.O.W. so it is probably engaging due to an overheat condition.

BTW, the Big Bore Loopers are sophisticated machines; you really should not work on them without a factory service manual and the right diagnostic tools.

Here is a practical test...when running, and the engine is bogging, pump the primer bulb. If it responds, the fuel pump is failing, or you have some fuel restriction causing low fuel flow.
It sounds like you are sorta, kinda, half way, running out of gas.
