Motor starts but when full throttle it runs at about 1/3 power and after a while the engine will rev like it is getting full power but goes back to being bogged down within a few seconds or it might go to full power and oscillate as the engine loses full power and then gets full power back. Sometimes but rarely it will stay at full throttle. What are the possible causes?
