200 Optimax issue

Hello all, I just put on a 2004 Optimax 200 on my Cobia. This thing runs nice compare to what I had on there before but while testing it today I was able to go WOT and I had issues.
It appears when I go about 4000 rpm and above it starts to chug ( for lack of better terms).
For example, if I run it at 5000 rmp it will run fine for a short while but then loose a little bit of power then go back up again and then loose a little power again. It continues this cycle whenever I run over 4000RPM.
So issue is running at 5000 RPM drops to 4000rmp (for like a second) goes back up again to 5000 rpm then looses some power again.
I hope this explains my issue clearly.
Does anyone have ideas? Does it sound like a fuel issue?

Sounds like a fuel delivery issue. Check the squeeze bulb (primer bulb) in the fuel line when it's doing this. If the bulb has been sucked flat or partially flat there is a fuel restriction between the bulb and the pickup in the tank. If that's ok, then there is likely a weak fuel pump, clogged filter, or some other fuel delivery issue.

Ok I will check that.
I do notice that I could prime the bulb without it getting hard.
Is that an issue to check?
