Do some research on these evinrudes of the 2000 year vintage. They have a bad reputation. Mfg'ed when OMC was going under.
I would not buy it, ...my opinion.
The biggest problem was lower units due to poor or non-existent QC, but if it's still working today, not too much risk. The bulk of the failures tended to happen early on.
Run it under load on the water. Only way to know it's health.
