2000 johnson 115 running on 2 cyl; not overheating

My dad has a 2000 johnson that acts as if it is overheating (runs on 2 cylinders) but doesn't sound a warning busser or anything. From what he describes, it has two different cylinder temperature sensors. He check them out; one would open up in water just starting to boil (@ 1400 ft above sea level this would be ~210 degrees); the other one wouldnt't. He replaced the "bad" sensor and it didn't make any difference. But he check the new sensor and it would also open in water that was just beginning to boil. Also, as I stated before, there was no warning buzzer and the water was cool enough coming out of the pee hole to hold your hand under. This has been ongoing for some time and repeated in water from Canada to Oklahoma.
