When cool, it starts, idles, and runs ok, but only reaches around 4200 RPM (had been getting 5200). After warming up, it won't idle below 1600 or so and only reaches about 3500 RPM.

When it's warm and "idleing" at 1600 RPM, it will occasionally surge as if it's trying to run at the proper RPM for the throttle position.

No water in fuel - tested with portable tank and had same problems, newly cleaned carbs, new plugs.

I've had a couple of people suggest that it could be the powerpack, but I've read several messages about the nylon ties on the fuel lines. Could they be the culprit here? Any other suggestions?

Sounds like you are losing one cylinder at times. Check for spark at each cylinder, one at a time when it idles poorly.

I have a 150HP 2000 Johnson and all last season myself and the so called certified? dealer could not figure out why it would stall in gear at idle. We went through carbs, powerpacks, oil and fuel pumps and still no fix. 1 month later I take all the people I work with out to dinner on the boat, well on the way home the lower unit decides to throw a few of its pinion gears out the side of the unit. Turns out the gears were causing a strain on the engine, which in turn caused the stalling. It doesn't sound like a fix for yours, but just thought you should be aware the Johnson rep. said they are having trouble with a lot of the lower units. I'm soooo sorry I bought this engine before the switch over. Good Luck!

what does the nylon ties on the fuel lines do, cut in to the hose, or somthing else ?
