2000 Yamaha 2 stroke stalls in idle position

I have a 2000 115 Yamaha 2 cycl outboard that stalls in idle throttle position. I replaced the plugs and cleaned the fuel filter, no affect. It starts with no problem and runs fine under power.
Any ideas why it might be stalling?

sounds like dirty carbs/idle jets plugged...better get carbs cleaned
