2001 70 hp Johnson runs rough

My 2001 70 hp johnson started running rough when it got warmed up every now and then a couple of years ago. I changed the power pack and that didn't help. I would only run about 4000 rpm when in the water. now it's doing it every time it gets warmed up, I've already cleaned the carbs, but they didn't need it. Does anyone have any ideas.

Do a compression test on it and then a cyl drop test to see if all the cyls are firing.

I've already done both test, and they both came out fine, but I do appreciate the info.

try a couple more things like checking the fuel filter the venting of the tank the primer bulb to see if staying prim and run it if it still running bad try pressing the choke when it starts acting up if it picks up speed then its running lean and it still could be the carbs it still could have trash getting in them

I've changed the fuel filter, the coils, the primer bulb twice, I've taken the gas cap off to vent the tank, I've choked it while acting up, I've disconected the rectifier while acting up. The carbs have been soaked in cleaner and had wires and air run through all ports and holes twice, but it seems to me that if it was the carburators It would act up when it was cold too, not just when warmed up.
