2001 9.9 hp with brp remote shifter throttle problem

i bought a used set up motor and shifter assy with cables, for/rev works fine, I cant get the throttle to work when stroking forward or reverse, only with the separate handle used for warm up only, otherwise it works fine. took apart and everything looks hooked up correctly
