2001 Johnson 115 fuel issue?

My Johnson ran great until about a month ago now when it would surge when accelerating. And not go any higher than about 3000 rpm.


I ran a test today and put the engine at about 3000 revs where It starts to surge and then I pumped the primer bulb. I went back to the throttle then hit it, and it seemed to work pretty well, an occasional, what I'll call a "miss" or I guess a surge, happened, but I would have to keep priming the bulb to keep it up at WOT.

Though another time, I took the boat out while it was still cold and reached WOT without any problem until about 5- 10 mins later till it warmed and would not go any higher( I hadn't squeezed the bulb on this test), so I don't know if this is related.
I did test the thermostats in hot water and they opened and shut properly.


Anyway when I did the primer bulb test today, I figured it was a leak in the main fuel line from the tank to the VRO. Now I have all the lines out. I used compressed air in the fuel lines and put them underwater to try and find an air leak...no bubbles.

What do I look to know, VRO???
