2001 Johnson 150 RPM Guage not working

Just bought this 2000 boat and came with 2001 engine, RPM guage does does not work, it's stuck at about 2800 RPM, does not go down when engine shuts off and does not go up when increasing engine speed. Never had an engine w/ a RPM guage, so don't know where to look. Checked behind instrument panel and all looked ok. Have a Clymer manual, but no help there, ordered an OEM manual, not arrived yet .
Appreciate any thoughts on how to check it out further.

I would go ahead and plan on replacing it. The gauge is pretty simple to replace and can be purchased online or at your local dealership.
