2001 striper 2600 5.0 gi issues

Hi everyone I just bought a project a few months ago with a bad engine. Replaced long block, manifolds risers fuel pump assembly, both raw water and water pumps and some sensors. I have a few issues .

1. Tach dose not work at all. On the starboard side I have a plug that's round 2 prong looks like a pink and black wire go to it. I do not see any plugs around and don't rember if something was hooked up there as the engine was out for over a month.

2. I can't get the outdrive to pump the water from muffs. I disconnected the inlet from the cooler on back of engine and tried back flushing couldn't get water to come out drive. Then I disconnected the inlet hose from in front of the cooler and water flowed out the drive when running. Could it be possible I need to put it in the water and it will work or do u think its clogged. And if so how would a hose on full blast not break it loose. I have read some boats won't flush from the drive but I need to be able to flush my boat since use in salt mostly. The past owner let the boat sit for a few years since he blew the engine.

3. Do I need a codemate to set base timing since it uses the data link connector. Or can I use the connector I bought that plugs into back of distributor and it has the jumper wire from One pin to the next and then one wire lead u plug to positive side of battery to allow you to set base timing. Boat starts right up with one turn of key now since I set it close when I stabbed the distributor now I need to set base for safety measures.
