2002 90hp 4Strk Merc Slow To Plane

Bought a 17ft aluminum deep V Smokercraft with this motor this year, used of course, and while the motor is the max rated for the boat it seems sluggish and slow to plane. Motor runs "good" I guess, doesn't hesitate, but takes for ever to plane the boat (15 seconds?) and almost seems like when the lever's all the way down I'm only at part throttle, but once she gets up on plane it tops out at 5000 RPM WOT and about 38-40 MPH which is about what I expected. I've heard 4 strokes have no hole shot but this seems really extreme, the same boat sold with a 50 hp before upgrade...surely it should fly with a 90.

First third of the throttle seems to not do much, with the cover off I see two cables, only the lower moves for first third, then only the upper for the rest of the throw of the arm? Bottomed out the carbs (yeah, not EFI, it's a Yammy powerhead) seem to have full turned butterfly plates from what I see.

Are the two cables sounding like they're moving right? What are the two doing? Is there a manual choke on this thing that could be stuck on? I live in Canada so boat is on first tank of gas from the fall that was stabilized, same old plugs.

Thoughts, tips? I believe the prop is a 17 pitch, would WOT RPMs suggest a change? Is this a quickleen sounding problem?
