2002 johnson 9.9 4 stroke running problems

I have a 2002 Johnson 9.9 - 4 stroke that won’t stay running. This scenario has happened to me exactly the same the last two times I took the boat out.
I start the motor using the push in key choke and also with the fast idle lever full up until it starts and then let it warm up for a few minutes at the dock. It is now running fine and I back it out of the slip and start heading across the lake. Within about 5 minutes at the same spot on the lake the motor just shuts down like it completely loses gas. I try to restart the motor with no success. I move the fast idle lever to high and low a couple times and it fires briefly but doesn’t start. I try the idle lever a few more times without luck. I go back to the motor and take off the hood to see if anything obvious is staring at me and nothing but I have the wife turn the key and it starts. I put the hood back on and it runs but when I start to take off the motor wants to die unless I pull the manual choke knob about half way out. If I keep the choke about half it seems to run fine but if I pull the chock all the way out it dogs it down and if I push the choke all the way in it kills it. In between these two runs I have changed the plugs and added Seafoam to the tank.
Does anyone know what this could be? I just bought the motor at the beginning of summer and haven’t really had any problems up until the last 2 times I have ran it. Is it possible that water in the fuel would cause this problem?
Also when I bought this I never got a emergency stop safety lanyard with it and haven’t seemed to have needed it. Does this sound normal?
One other thing, how can I run this in the driveway? It seems that there is no place for muffs. The manual says to tape the water inlet and put a flushing device on with a hose before starting.
