2002 Mercury Outboard 200EFI (1200413ZD) Diagnose PCM (859610)

Any tricks in diagnosing a bad PCM? Engine doesn't have a tone when the switch is turned, cranks but doesn't start. Local mechanic says it might be the PCM but couldn't be sure. I would like to know definitely before spending a grand on a new one.

Check to see if fuel pump runs? Have fuel pressure? Has motor set?

The engine hasn't set. The engine died on me while driving like the kill switch has been flipped. I took it to a local mechanic and he isn't getting a reading from the computer. The fuel pump will eventually start running and intermittently shut off if the key switch is left on. He also used a remote switch to operate the engine with the same result. The mechanic assumes but will not definitively say that the PCM is bad. He suggested that I have it tested on a breakout box but can't find anyone locally.
