2003 90 HP Merc 4 stroke isues

Greetings, I have a 90 hp 4 stroke that wont start. It tries and sometimes will idle then die only to seem like it is flooding out. I have gone through the fuel system except removing carbs and tested for spark and all 4 shows good with a simple spark tester. It just seems like it don't have enough spark or too much fuel. I didn't adjust anything yet. I have tried different starting procedures, changed fuel, fuel lines, plugs and filters. Any ideas?

New changes? Today I tried starting again only to get sputters, I cranked and cranked then checked plugs ,they were dry checked fuel bowls and they were full and had pressure tried to start again and saw it was throwing fuel, strange. A while later I tried again and it started with part throttle, ( I tried to clear the fuel). It ran at part throttle with small pops finally died and wont restart. I see electrical connections at the carbs looking like 2 fuel shutoffs is that right? any ideas? I just got this motor and have no manual. Where can I trouible shoot? Thanks in advance

This is typical, start a thread-answer and finish a thread. I removed all 4 carbs ,took apart, cleaned and blew out. It runs like a champ. For the many lookers at this thread, the carbs were flushed all filters changed and I even removed the drains and lines and shot carb cleaner in em and still found water in the bowls as well as dirt on the internal parts. The only real way is removal and cleaning with fresh filters and fuel. I have been a mechanic all my life as well as small engines these multi cylinder 4 strokers are no different except for enrichers and ballancing out the multi carbs.
