2003 Mercury 60hp 2 stroke - starting and idling issues - new to me

Just got this boat and having a few issues. I am used to large OB with gauges and a double the cylinders.

1) starts very hard when cold - has new fuel tank and line to motor. The fast idle lever was not working (fixed that). This past weekend when trying to start it - it would fire up and stalls (understandable when cold and hasn't ran in a week). If I use fast idle lever, and I get it to start it would start "popping/puffing" smoke from somewhere (exhaust smoke) under cowl/from somewhere - and it sounds like a hit/miss motor (this clearly looked like 2 stroke exhaust coming from somewhere). If I let it idle lower it doesn't do that (RPM unknown - no gauge). Is there some type of exhaust bypass? I just order new plugs and I am going to check idle mixture to see if too lean.
2) Also when running steady rpm every now and then it sounds like it has a quick rpm increase (like prop has quick excessive slip) - but there is no feel in speed or smoothness of running motor.
3) There are no gauges on this boat - is there a way to check idle rpm (seems very low when it is running) - I turned it up a little - but dont want to go too far
4) Is it possible to add a tech/temp gauge on the dash for this (is there sensors and wiring) on this motor.

I used standard 89 octane and quicksilver semi-synthetic 2 stroke oil
