2003 mercury 90 hp 2 cycle

My buddy was crusin down the river when his pontoon boat just stopped...he had to get towed in...well long story short..the flywheel will not turn at all...so my first thoughts were the oil injection stopped pumping oil and it burned it up..keep in mind the prop will still turn because it is in neutral...well he brought it to a boat dealer and they said that it was the foot because it got water in it and locked it up..but will the motor not turnover in neutral to crank and then go dead when u try to put it in gear?..that is what i would think...they told him 2200$ no labor...what do u guys think??

If the prop turns in neutral, the prop shaft is free. However, the driveshaft bearing and driveshaft could still be seized. The only real way to know if the powerhead is seized or the driveshaft is seized is to drop the lowerunit. After the LU is off, the flywheel should trun smoothly (plugs out).

BTW - You may be able to get a used lowerunit for that motor for significantly less than the $2200 cost quoted. it is likely lots of Merc production years will fit that application.
