2003 Mercury 90 HP Four stroke problems

Ok guys I need help.....I have a 2003 Mercury 90 HP Four Stroke...I use it all the time, it has never set up for more than a few month or so since new. Recently I have had some problems..It always starts and idles very easily, it still does. When I first start and run it it runs fine. If I stop for a while and start it up again it starts easily and idles fine. When I take off..... It will miss out, slowly reduce power, and sometimes die.. When I check the fuel primer bulb it is dry. I pump it up and it still never gets really firm but the engine will rum fine then. It might do it once a day or maybe twice but not always.. I have replaced the primer bulb, I have put a new fuel filter/water seperator on. I have put Stay-bil in the fuel, it still does it on occasion. What do you think my problem is and what can I do to fix it?

Could be a partially plugged pickup in the fuel tank

Well now thats a thought. I haven't checked that so i will before I put it in the water again. That brings me to another question if I pull the Fuel intake out of the gas tank, I have a plastic tank, how do I put it back on so it does not leak. Is it just a gasket under the plate or is there a particular type of sealer I need to use? I sure don't need any gasoline leaks....
