2003 yam 115 ????

what is the little 1/4 hose running out the top mid section and it has a small plug in it and how do i change my lower unit fluid i see the fill but no vent im thinking that hose might be the vent thanks ahead of time

the vent is almost inline with the drive shaft near the top of the gearcase,the drain is down low near the skeg.
that tube is for the speedometer.
