2004 115hp 4cycle no fuel psi

I have a 2004 115 HP saltwater outboard that wont start, has fire and runs whild spraying starter fluid in the intake. I checked the ohm's at the hi psi fuel pump and got 1.6 ohm's. The red wire has some voltage but the blue is open. I am thinking there is a fuel relay, safety sensor or needs to be tested while cranking to get a ground on the blue wire. I was thinking about powering up the fuelpump but decided to post here for help

If you know of a common problem the 115 hp 2004 has, I may try to repair it or talk to a local shop for help
