2004 9.9 Merc 4 stroke elect start BOGS

hello
finally got the engine started - bad battery cable and new ignition switch.

Now - it starts perfectly - idles perfectly - however, when anything past idle - it bogs. I got a carb rebuild kit - compressed air'd out the whole carb and jets. Got brand new gas, new fuel filter, new plugs - took the fuel filter apart - looks ok. -

bulb stays hard = gas lines not pinched - should I take the 'air cleaner' off and see if the butterfly is opening ?

what should be my next steps

might check the air filter as well, I've all ways herd it said that a motor is a lot like us , if it cant breathe it cant run. hope this helps.

i do feel the air being 'sucked in' while throttling up - not sure if that's the issue.
